If you’re not wearing a tie is it okay to undo the top shirt button on a dress shirt? Or two buttons on a hot day? What are the rules here?

In most cases I’d go buttoned up all the way (not the collar button, of course, unless you’re wearing a tie), but there are some casual situations where unbuttoning is okay:
